Manchester City has been under a cloud of suspicion for an extended period, yet the club has not faced any penalties despite the serious allegations against it.

The club has vehemently denied any wrongdoing, but it has been accused of violating the Premier League’s Profit and Sustainability Rules (PSR), breaching UEFA’s Financial Fair Play regulations, and failing to cooperate with the Premier League’s four-year investigation. The hearing, which commenced over a year ago, has left the public awaiting a decision from the independent commission. According to sports commentator Borson, a resolution is expected soon.

During a discussion on talkSPORT alongside host Jim White and former Crystal Palace chairman Simon Jordan, Borson remarked, “While Simon believes the announcement might come next year, I maintain that it could be revealed before Christmas. The decision has been imminent for quite some time, and there is little left for the commission to deliberate. Such matters typically do not take this long.”

Borson emphasized that the cause of the protracted delay lies with the independent commission rather than Manchester City or the Premier League, noting that the hearing began over 14 months ago.

He elaborated, “The timeline remains uncertain; even the involved parties anticipated a decision by now. Both sides’ legal teams are surprised by the absence of a verdict at this stage. The onus lies with the panel making the decision; they are the ones who the public is awaiting for a resolution. Unfortunately, the composition of the panel remains unknown. Speculation suggests it may consist of two lawyers and possibly one accountant, but we lack definitive information on their identities and the timeline they have been provided for their decision-making process. Given the extensive duration and the widespread surprise at the lack of a verdict, it is likely that the panel received minimal guidance and were not compensated effectively for their deliberation time post-hearing. Ideally, Manchester City and the Premier League should have established a clear process, allowing for a dedicated period—perhaps three to six months—during the off-season for the panel to reach a conclusion.”

Earlier this year, Manchester United legend Gary Neville criticized the delay, labeling it a “disgrace” and a “stain” on football. He expressed his frustration at the repeated postponement of the verdict, referring to the situation as a “joke.” During The Overlap Fan Debate in May, he stated, “The Manchester City case is a disgrace; it tarnishes the integrity of the game. While I have great respect for City, I struggle to accept the narrative that their success is justified. The issue has lingered for years, and it is simply unacceptable. City has been defending itself, but the matter has been dragged out so long that it’s easy to lose interest. It urgently needs to be resolved.”

As these allegations loom over Manchester City, the players and manager Pep Guardiola are focused on returning to form this weekend following a 2-0 defeat to Bayer Leverkusen in the Champions League. The upcoming home match against struggling Leeds United in the Premier League presents a favorable opportunity for a comeback.
