The Saudi Fund for Development (SFD) has announced a partnership with FIFA to provide up to $1 billion in concessional loans aimed at building or upgrading football infrastructure in developing nations. This initiative, formalized through a Memorandum of Understanding announced on Monday, seeks to support sports facility projects identified by member associations that align with respective national development plans.

FIFA has emphasized that the funding will prioritize associations in developing countries that present clear strategies for leveraging sport to achieve broader development objectives. The financial support will focus on the construction and enhancement of FIFA-certified stadiums and associated infrastructure.

FIFA President Gianni Infantino characterized the agreement as a direct response to the widespread infrastructure challenges faced by member federations. He stated that this partnership would assist associations in securing the necessary venues and training centers to host competitions, thereby expanding access to the sport.

“FIFA’s role is to develop football worldwide, and many of our FIFA Member Associations require additional support to build the infrastructure needed for hosting competitions,” Infantino remarked in a statement, as reported by Reuters. “This agreement represents a critical step in ensuring that our FIFA Member Associations have the facilities necessary to make football truly global.”

Under the terms of the memorandum, the Saudi Fund for Development will offer concessional loans to finance the construction and enhancement of football infrastructure in eligible countries. The SFD combines below-market interest rates with technical assistance for project design and execution, ensuring that facilities meet international and sustainability standards. Member associations will be able to apply for funding for stadiums, training centers, and related infrastructure improvements.

Many FIFA member associations, particularly in regions such as Africa, Asia, and the Caribbean, have identified limited access to modern, FIFA-certified facilities as a significant barrier to expanding participation and hosting competitions. This initiative offers a mechanism for eligible associations to seek necessary financing for the development or upgrading of their infrastructure.
